2.1.4 Character Key Shortcuts
A shortcut made of a single character key can be turned off, remapped, or only fires when the control has focus.
Manual only No automated check says anything useful.
How it fails in practice
A search that opens whenever “s” is pressed, so dictation software triggers it constantly mid-sentence.
How to fix it
Require a modifier, scope the shortcut to a focused element, or make it configurable.

How far an automated check gets
Nothing automatic decides this. A scanner that reports it as passing is reporting that it did not look. It stays untested until a person tests it and records what they did — which is exactly how we treat it: as untested, not as passed.
